The White House warned today of the threat posed by WikiLeaks, LulzSec, and other “hacktivist” groups that have the ability to target U.S. companies and expropriate confidential data.

A new administration-wide strategy (PDF) disclosed at a high-profile event in Washington that included Attorney General Eric Holder says the theft of trade secrets is on the rise and predicts such theft will undermine U.S. national security unless halted.

It’s a “steadily increasing threat to America’s economy and national security interests,” Holder said at the event, which also featured officials from the State Department and the Office of the Director of National Intelligence.

“Disgruntled insiders [may leak] information about corporate trade secrets or critical U.S. technology to ‘hacktivist’ groups like WikiLeaks,” the White House warns. Such groups could “develop customized malware or remote-access exploits to steal sensitive U.S. economic or technology information.”

It’s an unanticipated inclusion in a strategy that was expected to be focused on state-sponsored intrusions — especially in the wake of disclosures this week about the Chinese military’s involvement in penetrating the networks of U.S.-headquartered companies — and signals that the government’s interest in WikiLeaks has not abated. Vice President Joe Biden has calledWikiLeaks editor Julian Assange a “high-tech terrorist,” and a grand jury has been empaneled in Alexandria, Va., as part of a criminal investigation of the group.

While WikiLeaks is probably best known for disclosing sensitive U.S. government files, it has also released internal bank documents (and once promised to release more) and has been the subject of a controversial funds blockade by Mastercard, Visa, and PayPal. For its part, LulzSecsuccessfully targeted News Corp., HBGary, and Sony in 2011, but has been far less active since, especially after it was infiltrated by the FBI.

The White House strategy views both organizations as part of a broader problem of nongovernment groups taking aim at U.S. companies’ networks, and predicts:

 

Some intelligence services with less developed cyberprograms already use relationships with nominally independent hackers to augment their capabilities to target political and military information or to carry out operations against regime enemies. For example, the Iranian Cyber Army, a hacker group with links to the Iranian Government, has used social engineering techniques to obtain control over Internet domains and disrupt the political opposition…

Political or social activists also may use the tools of economic espionage against U.S. companies, agencies, or other entities. The self-styled whistle-blowing group WikiLeaks has already published computer files provided by corporate insiders indicating allegedly illegal or unethical behavior at a Swiss bank, a Netherlands-based commodities company, and an international pharmaceutical trade association. LulzSec — another hacktivist group — has exfiltrated data from several businesses that it posted for public viewing on its Web site.

 

In response to these threats, as well as to state-sponsored groups such as the ones Mandiant disclosed this week, the administration says it will increase “international law enforcement cooperation” and that the FBI and Justice Department will “prioritize these investigations and prosecutions.”

WikiLeaks’ Assange said in November in an appearance from Ecuador’s London embassy that prosecutors want alleged source Bradley Manning, who’s currently facing criminal charges inside the military justice system, to identify him as a party to the extraction and delivery of secret U.S. government files.

The Army wants, Assange said from his embassy room where he has sought refuge to avoid an extradition attempt, “to break him, to force him to testify against WikiLeaks and me” — an apparent reference to the Justice Department’s grand jury probe. If prosecutors allege conspiracy to commit computer crimes, they could avoid some of the free speech problems they’d face in an Espionage Act prosecution.

How to kill UAVs

The UAVs have two alternative systems for communication.

Line of sight radio :
In the military C-Band 500 – 1000 MHz that can be jammed with simple spark-gap radio

Satellite communication :
In the Ku-Band between 10.95 – 14.5 GHz, and the satellite can be jammed.
The Uplink-Band to the satellite is 13.75 – 14.5 GHz
The Downlink-Band from the satellite is 10.95 – 12.75 GHz
And you should jam the Uplink frequencies with a jammer directed at the satellite.

Surprisingly, the resistance can tap off the military’s video feeds

As you can see in the specifications, the satellite link system uses the same civilian commercial technology as television broadcasting companies. And the surprise is that the resistance and others have tapped off the videos from the battlefield with simple commercial equipment.

If you jam the communication, then the operator becomes blind and the UAV will fly around until it crashes or the fuel is gone. But you must kill both links of communication to kill any rescue.

There are a limited number of satellite channels available which means that the satellite link becomes a bottleneck. The satellite is therefore used as a backup and jammer-rescue channel and for single special operations from far away from the target, while C-band radio is used for multiple simultaneous operations from near the targets. Every military base have their own UAVs that must be operated through the C-band radio. C-band radio is also reported to be used for take off and landing. Which means that the C-band radio is your primary target. The C-band radio is also easier to jam.

This week’s New Scientist reports that instructions on how to build satellite jammers, using cheap equipment from home improvement stores and electronics fairs, are to be found on the internet.

The US Air Force team, dubbed the Space Aggressor Squadron, was set up to look for weak spots in satellite communications and navigation systems by playing the part of a potential enemy.

“We ran a search on the Net and found there’s quite a lot of information out there on how to build and operate satellites but also, unfortunately, on how to jam them,” says Tim Marceau, head of the squadron. “Just type in ‘satellite communications jamming’ and you’ll be surprised how many hits you get.”

Two rookie engineers from the US Air Force Research Laboratory were ordered to build a jamming system using only a Net connection and whatever they could buy for cash.

For $7500, the engineers lashed together a mobile ultrahigh-frequency (UHF) high-power noise source that they could use to jam satellite antennas or military UHF receivers. “It’s just like turning your radio up louder than someone else’s,” Marceau says.

The engineers built their home-made jammer using a petrol-driven electricity generator, wood, plastic piping and copper tubing. The amplification and noise-generation electronics were obtained at an electronics enthusiasts “swap meet”.

“For very little money and very little sophistication, we found you could muck up communications,” says Marceau. Different components could be used to jam other frequencies, such as that of the Global Positioning System.

Spark gap transmitter

The radio pioneers in the old days had no semiconductors or vacuum tubes.
And that’s the type of transmitter you are looking for if you want to build a jammer at home in your garage.

Every resonant device, a bell or an electronic circuit works in the same manner.
Hit the bell with hammer and it will ring for a while. If you repeat the hammering periodically then the bell will ring continuously.
For an electric circuit we should use an electric spark instead of a hammer to do the job.

The coil L and the capacitor C2 is the resonant circuit.
The energy from a high voltage source is stored in the capacitor C1, and is released on every spark. And that makes the resonant circuit ring.
This circuit will then wait for the capacitor C1 to charge up again through the resistor R, and then release another spark. And the spark frequency is about 1 / R*C1

For UHF frequencies the antenna itself is the resonant circuit, tuned to a frequency.

The spark gap transmitter has an output power of wide bandwidth, but centered around the resonant frequency. And in case you want to spread out the power more uniformly then try a motorized or electro-mechanical modulation at C2 or the antenna itself. Or multiple transmitters tuned to different frequencies.

A radio jammer can also be used to deny the enemy to call in air support when you attack. Send out a team to jam the airbase radio before you attack any of those spread out tiny outposts or patrols.

It’s not necessary to transmit 100 kWatts of power to jam an UAV which means that the construction can be simplified. And you can use a simplified spark-gap.

High voltage
The high voltage can be generated from a 12 volt car battery in the same way that high voltage is generated to the car’s spark plugs. You need a coil and an oscillator circuit that turn on and off a transistor switch. Connect a high voltage diode from the coil to a high voltage reservoir capacitor.
You can also use a motorized electro-mechanical switch.
The only trouble is that you must keep in mind that the capacitors and the coil can be destroyed from overvoltage. Which means that you must somehow turn off the switch if the voltage becomes too high.
But very often the circuit (spark gap) will control the voltage balance itself if it is correctly dimensioned.

Groundplane reflection
As you perhaps know, you can reach and jam receivers at longer distance away if you put your C-Band transmitter antenna as high up as possible. (don’t care with paraboles)
This is caused by the fact that the radiowaves travel two separate ways from your transmitter.
A direct way through air.
And a damped and phase inverted reflected way, bouncing from the ground. Which cancels out most of the power from your transmitter.
This damping of your transmitters power can be avoided if you put the transmitter antenna high up.
And also try get as good electric ground connection as possible for your transmitter.

If you connect the antennas through a shielded coaxial cable from a bunker at a safe distance then it becomes almost impossible to destroy the jammer with homing missiles, and too easy to repair a piece of cheap bent metal antenna.

Spark gap jammer at 14 Giga Hertz frequency ?

This is more complicated but possible and under evaluation by the scientists for use as UWB radar.
And you must improve the spark’s rise time in order to make it generate more power at higher frequencies.

Definition of rise time

There is a simple thumb rule for the relationship between rise time and bandwidth for spark-gaps and single stage RC filters and oscilloscopes.http://en.wikipedia/wiki/Rise_time

Bandwidth * Rise Time = 0.35

50 pS rise time will give a bandwidth of 7GHz
25 pS rise time will give a bandwidth of 14 GHz

But you must keep in mind that the upper Bandwidth limit is defined as the frequency at which the power is damped -3dB. But still there is power emitted at higher frequencies, but damped.
As you can read in the links below power is generated and measured at 5 GHz for a switch with 200 pS rise time. But the thumb rule above says that the Bandwidth is only 1.75 GHz.

These spark gaps can generate GigaWatt pulses which means that you can tolerate the bad efficiency at 14 GHz in your home built jammer.
But since you are building a jammer, not an UWB radar, do you have to change the construction to emit 10-100 times more pulses of (1/1000) less power, with a mean value power consumption of perhaps 100W-10kW.
No guarantee for that the satellite jammer will work in the Ku-Band, but it’s simple and worth some testing.

Fast Rise Time Switch
Two different techniques can be used in your homebuilt jammer.
Electro-mechanical, for example a mercury filled reed relay that can switch with a rise time below 70 pS as you can read in the links below. Or perhaps try a motorized switch ?
High pressure cascaded hydrogen spark gaps that can switch with a rise time below 50 pS.

A spark gap has a static arcing voltage that is lower than the dynamic arcing voltage.
Which means that if you feed a spark gap with a very fast rising voltage then it will take some time before the spark gap reacts. And you can make it arc at voltages that are about 25 times higher than the static arcing voltage. This overvoltage have the effect that the rise time becomes shorter.

And you can improve the rise time by cascading multiple spark-gaps.
But keep in mind to optically shield the spark-gaps from each other because the UV light from a spark can turn on the other spark gaps.

If the spark gap is in an extremely high pressure hydrogen atmosphere then it becomes faster.
Up to 125 atmospheres over pressure have been tested by the scientists as you can read, and it looks like the rise time is near an inverse cubic root function of the pressure.

And the electrodes should have no sharp edges.

This has perhaps never been tested ?
Aluminum can emit electrons if illuminated with UV light
And how that affects the rise time is worth some experimenting, if it’s possible to create an improved chain reaction with two aluminum mirror electrodes.
But the life time of the switch is also affected if you use aluminum instead of a heavy metal like copper or tungsten/wolfram. And perhaps aluminum is too soft and will kill the switch with aluminum dust between the electrodes. It may work or not.

Coaxial cable type of spark-gap
At GigaHertz frequency it becomes hard to keep the radiation under control because every tiny part of the circuit is like an antenna and the radiowaves behaves like light bouncing on everything. You also want to keep the “cable” impedance constant in order to minimize power lost through reflections.
A simple solution is to design the spark-gaps to look like a coaxial cable. Maybe some holes to help the hydrogen gas circulate and be exchanged from an external container. And try build the spark-gaps and the microwave feed-horn together in the same unit.

It’s hard to analyze, but I think that the cable capacitanses and the delay lines help fire the spark-gaps in the right order, from the left to the right. The capacitanse in the spark-gap itself is small compared to the cable capacitanse. Try speculate about how a shorter or longer cable between each spark-gap will change the firing of the spark-gaps. And if any resistors are necessary for discharging of insulated capacitanses ?
The impedance of a coaxial cable is a function of relative dimensions and the dielectricum (insulator) used. Very easy to calculate. It’s almost only mechanical work to build the jammer.
The right side pin is the antenna pin in the feed-horn. But the question is how to connect it in order to discharge all the reservoir capacitanses. It can’t be hanging in the air. It must be connected to ground somewhere inside the feed horn.
And you must also try analyze how the length of each coaxial section affects the output through reflections and standing waves. Especially the last section.

Evaluation of your homebuilt jammer
Use your Ku-Band satellite TV system to test your jammer.
Aim the jammer against the satellite.
If the TV picture becomes jammed then your jammer works perfectly and is ready to kill the UAV communication.
Also try turn the jammer 90 degrees because the satellite channel can have different vertical or horizontal polarization.

You can also use your satellite TV receiver to low power test your mechanical switch jammers if you put them on a stick and in front of your satellite dish which is aimed at your TV satellite. If you can see any disturbance on your TV screen then it’s OK to go to next step, highpower aimed at the satellite.

Feed horn

The construction above is from a homebuilt “CanTenna” for 2.4GHz, that can be used as a feed horn to a parabolic antenna.
And you can use the same construction for your jammer at 14 GHz if you change the size.
Note the tiny antenna pin mounted on top of the coaxial cable connector.

Take the parabole from a satellite TV system.

Horn antennas have been used for long time to send and receive microwaves.
It’s a simple construction, but the parabole is more effective if you want higher gain. And want to focus the output power in a narrower beam.

Typically the highest pressure with the shortest gap spacing produces the fastest output rise time and minimum switch loss.

Hydrogen gas is used in e.g radar thyratrons where a current pulse with very steep flanks is desired, since in hydrogen the build-up and the recovery time are much shorter than in other gases.

Any television station with an uplink can jam a satellite. All it takes is two uplinks trying to broadcast at the same time

As you can see in the specifications the military use the same technique as the commercial TV channels. And the UAVs output power is only 50 Watts.
All you have to do is to jam the satellite with your own transmitter.

Even if simple in construction, these are usually nothing that you will build in your garage at home because it is a vacuum tube.
The major manufacturers of TWTS are EMI-Varian, Ferranti, EEV, Hughes, STC, Litton, Raytheon, Siemens, Watkins-Johnson and Thomson-CSF and also some russian and japanese companies.

The TWTs are usually sold and assembled together in a box with all necessary high voltage and control electronics. See picture below.
But you can buy the TWT tube itself as a spare part because it has a limited life time, like a lamp.

The TWT is an amplifier (not an oscillator) and doesn’t generate any output frequencies if it has no input signal. And you need more equipment.

You need this equipment :

1 Jammer video signal from perhaps a simple PC video card.
2 UHF modulator to convert it to a carrier TV frequency that the UP-converter can accept.
3 UP-converter to an adjustable Ku band frequency, or to a block of frequencies.
4 TWT equipment for power amplification
5 Parabolic antenna

The UP-converter 3 can be of two types, with a single input UHF (TV) channel or a block of UHF input channels, (a block converter.) And if you use a block converter then perhaps can you try connect a home built UHF jammer instead of the video 1 and modulator 2 to the UP converter. That will also kill every channel on the satellite instead of a single channel.

If you can’t build or buy this equipment then try steal it from a TV broadcasting company.
(In war time noone cares about the law. Steal, kill destroy.)

Thus Leading America into the oversight committee’s interrogation of the senior leadership of the Federal Reserve Board including Ben Bernake (http://en.wikipedia.org/wiki/Ben_Bernake)that infamous inquiry, ‘where is the money’ and the memorable stammering that would ensue. The truth is, Bernake had no clue where the money went. No one did. The prolific expansion of the intelligence community kicked off with an $81 billion dollar budget six months following the 9/11 attacks and grew into trillions of misappropriated funds by the Military and the Military-Industrial Complex designed to protect the most secret of secrets; so secret that no single person knew exactly how or where the American tax dollars were being spent.

And now, with the MSM pitching the ‘Fiscal Cliff’, could it be that our congressional, executive, and military leaders are stalling to get a clear and educated story straight? That in fact, trillions of American tax paying dollars were spent to protect government fabrications of the truth?

The Senate on Friday agreed to make the Pentagon compile annual reports on contracting fraud. The provision by Sen. Bernie Sanders was added to a Department of Defense authorization bill. Another Sanders amendment added to the bill today would make public a list of senior military officials who leave the government and land on the payrolls of defense contractors. “This country has a $16 trillion national debt. It is unacceptable that the Department of Defense continues to lose vast sums of taxpayer money because of fraud perpetrated by major defense contractors. This has got to stop,” Sanders said.

The contractor fraud provision would make the Department of Defense identify firms that received contracts after they were previously sanctioned for defrauding the Pentagon.

Over the past decade, the Department of Defense paid more than $400 billion to contractors who had been previously sanctioned in cases involving $1 million or more in fraud, according to a 2011 Pentagon report. That study, the first of its kind, was required by a Sanders amendment to an earlier defense authorization bill.

Major contractors among the many examples of fraud cited in the report included:

  • Lockheed Martin. The nation’s largest defense contractor landed $200 billion in taxpayer-funded contracts even after paying $60.95 million in fraud judgments and settlements over the previous 10 years. In 2008, for example, Lockheed paid $10.5 million to settle charges that it submitted false invoices for a multi-billion dollar contract connected to the Titan IV space launch vehicle program. The very next year, Lockheed received $30.2 billion in Pentagon contracts.
  • The Boeing Company. It paid at least $644 million in fraud judgments and settlements while it received more than $21 billion in contracts in the last decade. In 2000, for example, Boeing agreed to pay $54 million to settle charges that it placed defective gears in more than 140 Chinook helicopters and then sold the helicopters to the Army.
  • Northrop Grumman Corp. Despite paying at least $410 million in fraud judgments and settlements, the nation’s No. 3 defense contractor was awarded more than $9 billion in taxpayer-funded contracts in the last decade. In 2005, Northrop Grumman paid $62 million to settle charges that it concealed basic inventory problems. Despite the serious charges, Northrop Grumman received $12.7 billion in contracts the next year, a 16 percent increase over the year before.

Under a separate Sanders amendment, the Pentagon would have to shed light on defense contractors that hire retiring Pentagon brass to help them land lucrative government contracts. 

A recent study by Citizens for Responsibility and Ethics in Washington and the Brave New Foundation found that 70 percent of recently-retired three-and-four star generals left the Pentagon for employment by major defense contractors. At least two of the former generals continued to serve on Defense Department advisory panels. The report did not find that any generals were breaking rules, but said that ethics codes are “riddled with loopholes” and suggested increased public scrutiny could prevent conflicts of interest.

It wasn’t long ago that we brought you news of a police march in London, a march that contained over 35,000 officers from all over the UK. Officers marched through the city on May 10th, in protest against cuts in pay, cuts in personnel, and the greater of both evils, privatization. May 10th was the largest police protest in world history, but officers weren’t the only ones there protesting against Tom Winsor’s suggested cuts in pay, and sneaky attempt to privatize a large chunk of the police force ..a hand full of occupiers were there as well. Yes you heard me right, occupy was there to support that day, as they should be and officers were in awe over the show of solidarity. One officer told us seeing occupy there was “the highlight of the march”, another said he will “never forget this show of solidarity” a very many thanks poured in from officers around the UK after the march. Although you can’t tell from the picture below, there were scores of people lined up to take pictures of occupiers who showed up to support officers, many of thecameramen, were officers themselves. Seeing this play out reminded me of the way occupiers jumped on Captain Lewis when he first set foot in Zuccotti Park last year, many occupiers had lined up in front of the Captian, in awe, to take his picture. Watching the scene unfold in London was like Zuccotti, except in reverse, this time is was occupiers supporting police, such a rare sight for police who were overjoyed to see the solidarity.. That should tell you something –

Occupy London live streamer Naffy was there that day making her way through the crowd talking with officers about their reasons for the march, and informing them about Occupy Police. Some officers we’re nervous when Naffy talked about OcPo with them, understandably, being on camera talking about certain things can get you fired, which is one reason OcPo is building Op Spartacus, we’ll show you just how un-free officers are to really say what’s on their mind, in private, let alone on camera. Here’s what can happen when an officer speaks their mind in private, we shared with you this petition over the winter in an attempt to fight against lack of free speech, and thank you for the support, to date it’s had over 17,000 signatures.

When it comes to major issues, and how they’re tackled, Occupy and Police haven’t seen see eye to eye in quite some time. While both are wanting and needing to be supported, both have yet to find mass approval for it from their internal communities, but, as the global economy weakens, and money continues to dry up we find that our issues, and futures, are more closely tied to each others than we once thought. The time to assist each other is at hand –

In a conversation a while back I asked a friend, how does the system work, we have police, civilians, and politicians, and we’re all tied together, my friend responded, “It’s easy, it’s rock, paper, scissors, rock being the police, paper being the politicians, and scissors being civilians” ..if you’ve ever played that game, you’ll get it right off the bat. I remember thinking despite the differences in the way we think, rocks and scissors need to be on the same side, because it would be here on this “same side” we would hold the collective power to make real change where and when needed. When on the “same side” with our differences cast aside, there is no corporate or political agenda that can weigh itself down on us, because the people united can never be defeated.

Madison Wisconsin is a prime example for this. The Police Union in Madison decided to joined forces with protesters to first keep them safe, and second, to fight a corrupt governor, and they’re winning, together …peacefully.

Madison Police are an example for the world when it comes to making change together, ..but what if there was no Madison Police Union? What if instead there was a private corporate security firm in it’s place, one which is not accountable to the public, does not have to answer to the freedom of information act, and can generally do what it wishes despite public scrutiny, while still calling itself a Police Department. Sounds fascist right? It’s about to happen in Britain, Scotland, Ireland and Wales. The entire transition is being put forward by a few who not only have a political agenda, but sit on the board of corporate security firms who stand to gain massive contracts should Tom Winsor’s recommendations be put into action, very similar to the way Dick Cheney was with Haliburton when the US invaded Iraq. Are bells going off yet? Occupy Police UK has put together an extensive initial report broken down into 2 parts detailing the people involved with attempting to mass privatize the police,  how they interconnect with each other, and are positioned to make millions while enhancing their private and political careers. Is this in the International publics’ interest? It should be ….

There’s nobody you would rather have on your side than the Marines.

Many of our Marine writers served in war; from Vietnam to the current conflicts. In fact one of the Marines on the team and I became friends when I was covering the war in Iraq and he was working in Marine Public Affairs.Our team of 99 writers includes 15 current and former Marines. Though we indulge different subjects, we all share a common background and we are all concerned with integrity.(SALEM) – We’ve covered activities from Marines and former Marines in the Occupy Wall Street movement from day one, and now we’re taking a step forward in sync with OCCUPY MARINES whose motto is Fighting for our Country – Not the 1%.

Our 3 October 2011 article Marines Heading to Wall Street to Protect Protesters, which was widely read, caused a bit of a stir and brought a discerning response from many who believed it was not possible that Marines were stepping into the ring.

Apparently cops preparing to harass, assault and demean citizens gathered in solidarity and non-violence on U.S. soil, really dislike the idea of Marines intervening on the behalf of citizens.

One comment on that story stated:

 I have not been proud of my country since about 1966…but this makes me proud. You go Marines, this is what you are supposed to do, not wage unfounded wars! It actually brought tears of joy to my eyes. Thank you. And anyone who thinks these protests should not happen….well, may you reap your karma.
 

 Police Created Need for OCCUPY MARINES

A Marine stood down a whole group of officers on 17 October of last year in New York, that is when police knew the game they were playing with the rights of American citizens was turning very serious and they looked like shit quite frankly.When Occupy Wall Street began, few were thinking about this eventual intersection of abusive police and angry Marines. The bottom line is that Marines are intense people and when they become determined to take or hold ground, they show real resolve.

United States Marine Corps. Sgt. Shamar Thomas from Roosevelt, N.Y. spoke for all Americans that night when he said:

 

I saw them beating people, people who had nothing to do with anything, just grabbing people out of the crowds, there’s no honor in that.

 

 

Neither his act or his words, should never been necessary. The fact that this resistance is taking place, is nothing less than a cause for alarm, it is a true reflection of the frustration people are feeling with a Congress willing to literally, take an eraser to our civil rights.

The police at various Occupy events have attacked girls, women, and others who in no way were deserving of violence. They’ve sprayed mace in faces of college students at a peaceful sit in. This sits very poorly with Marines. When Marines rise up against brutality, both sides have a real, nasty potential fight on their hands.

It was later in October, last year, when a two-tour Marine Veteran was shot in the head with a tear gas canister by police in Oakland. It was a wanton act of violence from the police and no matter what they say, nothing can change that fact. Police attempt to justify many things, however they can not rationalize this brutality. And as his brothers and sisters rushed forward, yelling “medic”, the police let them have another shot, more tear gas for those attempting to reach a wounded brother.

 

All Marines were shocked and angered by what happened to Scott Olsen with Veterans for Peace. I wrote in the wake of that tragic bout of state terrorism in Oakland:

 

Third Battalion Fourth Marines took another casualty this week, but it wasn’t in Helmand province, or Anbar; it was in the streets of Oakland. The city’s police, itching for a fight, shot Corporal Scott Olsen, a two-tour Iraq Marine Veteran, in the head.

 

Those naysayers who decried my first article about Marine involvement in Occupy, toned down when Marines kept showing up atOccupy protests.

 

The critics concluded that they were “ex-Marines” and Marine “Veterans” but they miss one fundamental point established by the United States Marine Corps itself; “Once a Marine Always a Marine”. Call it semantics, or a technicality, but it is and was proper to consider these participating occupiers Marines.

We don’t ask for this perpetual title, but we are given it, and therefore Occupy Marines is about Marines at all times, even if their active service was in the past.

For the record, let me be clear, OCCUPY MARINES is not about violence, it is about peace and government accountability to the people. Their official statement is published below.

When the spirit of the Marine is used for peace, it becomes a powerful commodity. Marines are just as good a waging peace as they are with war, in fact it is what all Marines want, more even than their civilian counterparts.

I know that is hard for some people to understand, but there is nobody you would rather have on your side than the Marines. When they are willing do defend 99 percent of all Americans, we are reassured that there truly is hope.

Citizens of theUnited Stateshave become accustomed to a state of endless war and have ceased to pay much attention to the plight of our active duty, veteran and retired military personnel.  They wave the flag and pin yellow ribbons to banners announcing “Support the Troops” but their actions give the lie to the sentiment and ring hollowly against military reality.

From multiple deployments of troops with psychological, emotional and physical wounds to a few hundred thousand homeless veterans to veterans fighting tooth and nail for promised education and medical benefits to law enforcement deliberately targeting veterans involved in current activist movements, it has become obvious to many that rhetoric portraying American military as heroes is as empty as a combat helmet knocked from a fallen soldier’s head, skittering across the ground.

A Marine combat veteran was nearly killed by a tear gas canister in the early days of Occupy Oakland and, six months later, was purposely run down by a police golf cart in a May Day march.  An Army veteran who had become a heroic figure to Occupy San Francisco was singled out and beaten by cops.  One would like to think these are isolated incidents but credible information points to policies which have been adopted by law enforcement agencies across the land.  These policies of deactivating vets at protest actions are disturbing, yet may form the tip of an ugly iceberg.  Researchers at OccupyMARINES have identified a more ominous policy of deadly force used against military personnel.  Following are just a few of their stories.

SgtDerekJ.Hale, USMC, was 25 years old when he was shot three times and killed in front of two children and a woman on December 6, 2006 by members of the Wilmington Police Department.   Sgt. Hale, a U.S. Marine who served two tours in Iraq, died on the front steps at 1403 W. Sixth St.after a Wilmingtonpolice officer fired three .40-caliber rounds into his chest. He was killed after receiving multiple shocks (seven) from electronic tasers.  He didn’t show his hands fast enough because he was shaking and vomiting from being tasered.  His widow, ElaineHale, received a $975,000 settlement from the City of Wilmington, Delaware, but the murderers of her husband returned to policing the streets.1

TyroneBrown, a 32 year old Marine Corps veteran was shot by an off-duty Baltimorepolice office on June 7, 2010.  Mr.Brown’s shooting by Officer GahijiA.Tshamba quickly became a sensation of an out-of-control cop with a questionable past linked to drinking unloading his gun into an unarmed man who had groped a woman outside a Mount Vernonnight club.  The 15-year veteran officer had led a turbulent career — shot a man while drunk, crashed his car into a gas station, and was being pursued by creditors and ex-girlfriends. After the shooting, which he said was self defense, he briefly disappeared, leading to an unprecedented police manhunt for one of their own.  Officer GahijiTshambawas convicted of manslaughter and was sentenced to 17 years in prison, with two years suspended.2

Jose Guerena, also USMC was 26 years old when he was shot 60 times and killed by a Tucson, Arizona SWAT team on May 5, 2011.  Jose Guerena was killed in a botched drug raid by Pima County Sheriff’s Office SWAT team with his wife and 4 year old son in the home behind him.  Police originally said Guerena fired at officers before they returned fire. They had to revise that statement when it was revealed that the safety on Guerena’s gun had not been switched off.  Tucson KGUN’s Joel Waldman reported the SWAT team prevented paramedics from going to work on Guerena for one hour and fourteen minutes.  The sheriff’s department maintains that Guerena was holding an AR-15 when the paramilitary force fired 71 bullets in his home, of which 60 struck Guerena, but key parts of the government story collapsed.  The family filed a lawsuit on November 1, 2011. The suit named Pima County, Marana, Sahuarita, Oro Valley, and all SWAT operators involved in the killing. The suit covers claims of negligence in the procurement of the search warrant, in the shooting, and in the failure to provide medical attention.3

Kenneth Chamberlain, Sr., a 68 year old Marine veteran, was killed in his own home by White Plains New York police on November 19, 2011.   Chamberlain had inadvertently triggered his medical alert pendant.  Cops arrived and allegedly called Chamberlain a racial epithet before breaking down his door.  They tasered him, shot him with a beanbag gun and then shot him twice with a “real” gun. He died two hours later.  Police said Chamberlain–who told the cops he was fine and they could go away– attacked them with a hatchet and a knife, but new evidence suggests the 68-year-old may was unarmed.  Despite massive citizen efforts mobilized by Mr. Chamberlain’s family and Marine groups, a White Plains grand jury recently ruled in favor of the officers.4

Justin Crowley-Smilek, a US Army veteran, 28 years old when shot to death by Farmington, Maine police officer Ryan Rosie also on November  19, 2011.  The officer had a taser but elected not to use it when the man came at him with a knife, according to the police chief.  Crowley-Smilek, 28, was killed after Rosie walked out of the local police department to talk to Crowley-Smilek, according to police. Crowley-Smilek, a former Army Ranger who had returned from duty in Afghanistan about six years prior, allegedly pulled a knife out of his pocket and rushed at the officer before he was shot.
According to Crowley-Smilek’s family, the veteran suffered from post-traumatic stress disorder and had suffered head and back injuries while serving in Afghanistan. According to the Sun Journal of Lewiston, his family said Crowley-Smilek had been diagnosed with bipolar disorder and had been suffering from mental problems at the time of his death.5

Stanley Gibson, US Army, was a 43 year old disabled war veteran who was shot and killed blocks from his home in Las Vegas, Nevada on December 12, 2011.  Mr. Gibson had not taken his anti-anxiety medication and was stricken with paranoia as he headed back to the apartment where he and his wife recently had moved.  In his confusion, Gibson ended up at an apartment complex a few blocks away, prompting suspicious residents to call police.  Officers confronted Gibson in his car, which was pinned between two patrol cars, ultimately firing a fatal shot. He was unarmed.  A breakdown in communication between supervisors and the firing officer might have contributed to the shooting, multiple department sources told the Review-Journal.  Early indications were that two supervisors decided to use a beanbag shotgun — a weapon designed to subdue but not kill — to shoot out at least one window of Gibson’s vehicle. But their decision might not have been understood by the firing officer, and when one of the supervisors fired the shotgun, the officer fired multiple times in a reaction to that blast.6

US Army veteran, Marty Atencio, was 44 yrs old when he was tased to death in the infamous environs of  Sheriff Arpaio in Phoenix,  Arizona  on December 20, 2011.
Mr. Atencio was found unresponsive in a jail cell, following an altercation with detention officers. He was taken to St. Joseph’s Hospital in Phoenix, where he was kept alive on life-support machines.  A Peoria resident, Atencio had been arrested by Phoenix cops that Thursday on assault charges after exhibiting bizarre behavior, such as kicking an apartment door and chasing an automobile. The family has suggested that Atencio was bipolar and was off his meds at the time of his arrest.  Atencio’s brother, Mike, speaking on behalf of the family, told New Times that the MCSO had “murdered” his sibling, an Army vet whom he called “the most patriotic guy on the planet.”  He described what the MCSO did regarding Atencio as a “ploy” so the Sheriff’s Office could claim Atencio had not died on their watch.   Manning, who has successfully sued the MCSO on several occasions over wrongful deaths in MCSO facilities, agreed with his client.  “[Atencio] died in the jail,” Manning explained. “But the MCSO always tries to revive [dead prisoners] and get them out of the jail so they don’t have to report it as an `in-custody death.’”  Regarding rumors that Atencio may have been on illicit drugs and that this may have helped cause a cardiac arrest after he was Tased, St. Joe’s did three blood tests for drugs and alcohol that came back negative, according to Manning.7

Robert G. Long, US Air Force & Navy Reservist, 26 years old, was shot and killed by Raytown, Missouri police on January 12, 2012.   Police said Long had spent most of the day drinking, first at a home and later in a bar. He was thrown out of a bar about 1 p.m. and the bar called police, who offered to either take him to jail or take him home. Officers said they took Long home.  Police said once Long got to his house, he got a pistol and fired one shot into the home. His roommate returned and the two men argued over the gun. Police said the roommate told them that Long gave up the pistol and then got a rifle instead, threatening to shoot both the roommate and himself.  Police said they came to the house and set up a perimeter around the house. When Long came out, he refused an order to drop the gun.  “They were yelling at him to put the rifle down,” said neighbor Brian Hendrickson. “He didn’t, so they shot him.”  An officer fired a single shot. Long died of his injuries at an area hospital at about 4 p.m.8

Sgt. Jason Prostrollo, USMC, 25, was shot and killed by Scottsdale Arizona Police on January28, 2012.  Officers felt threatened as Protrollo, who suffered from PTSD, walked towards them with two pieces of a broken pool stick.  They did not use non lethal force such as pepper spray or taser gun.  They killed him.  They also accidentally shot and showed more concern for their police dog.   Prostrollo worked in reconnaissance as a sergeant in the Marines and was discharged two years prior to his death, said Prostrollo’s father,  Warren Prostrollo of Paradise Valley.  Despite a state law that requires Scottsdale Police to release reports from the Jason Prostrollo shooting, Scottsdale PD refuses to release them.9

Sgt. Manuel Loggins, a 31 year old Marine, was shot and killed in his car, in front of his two young daughters, by an Orange County, California Sheriff Deputy on February 6, 2012.  Manuel Loggins was killed in front of his 9 and 14 year old daughters, his pregnant wife was at home.  The Orange County Register reports the fatal shooting took place at 4:40 a.m. in the San Clemente High School parking lot.  Authorities said he was “yelling irrational statements” and ignoring the commands of deputies.  They said they were concerned about the safety of the children, so they killed him.  Camp Pendleton officials Thursday morning released a statement from the base’s commanding officer, Col. Nicholas Marano.  “While I am confident they will do the right thing in the end, I am less than satisfied with the official response from the City of San Clemente and Orange County,” Marano is quoted as saying in the statement. “Many of the statements made concerning Manny Loggins’ character over the past few days are incorrect and deeply hurtful to an already grieving family.”10

James M. Dixon III, another Marine, was shot and killed in front of his family by Georgia State Police SWAT on February 19, 2012.  James Dixon, an Iraq war veteran, was suffering a PTSD episode.  He was killed in front of his family after the 31 year old’s neighbors called the Sheriff to say someone had fired a shot through their house.  Deputies went to Dixon’s house but decided for safety reasons to wait until daylight before confronting him.  Dixon drove to his parents’ house and ran a partial roadblock to return home.  SWAT  took over and Dixon exited the house with a shotgun.  He refused orders to put down the weapon so SWAT fired on him hitting him twice.11

Men and women who have served their country come home to high unemployment, marital difficulties, mental and physical conditions which comprise the classic “readjustment blues” and often struggle with the simplest tasks in life.  They walked a long hard road to get back home.  Political debates about the wars they were sent to fight have no place here.  Not one single one of them deserved to be shot down like a mad dog.

Larss A. Ogren, founder and director of OccupyMARINES comments, “The aggregate law enforcement community parallels a paramilitary infrastructure.  Local law enforcement officials are the ‘privates’ of the organization carrying out directives from federal agencies, including the FBI and DHS.  To focus our attention upon those local officials is asinine.  Redirect focus to asking who at the federal level of law enforcement, to include collaborating national security agencies, are responsible for ordering the assassinations of our brother and sister Marines.”

The Stop Online Piracy Act (SOPA), also known as H.R.3261, is a bill that was introduced in the United States House of Representatives on October 26, 2011, by Representative Lamar Smith (R-TX) and a bipartisan group of 12 initial co-sponsors. The bill expands the ability of U.S. law enforcement and copyright holders to fight online trafficking in copyrighted intellectual property and counterfeit goods.[2] Now before the House Judiciary Committee, it builds on the similar PRO-IP Act of 2008 and the corresponding Senate bill, the Protect IP Act.[3]

The bill would allow the U.S. Department of Justice (DOJ), as well as copyright holders, to seek court orders against websites accused of enabling or facilitating copyright infringement. Depending on who requests the court orders, the actions could include barring online advertising networks and payment facilitators such as PayPal from doing business with the infringing website; barring search engines from linking to such sites and requiring Internet service providers to block access to such sites. The bill would make unauthorized streaming of copyrighted content a felony. The bill also gives immunity to Internet services that voluntarily take action against websites dedicated to infringement, while making liable for damages any copyright holder who knowingly misrepresents that a website is dedicated to infringement.[4]

Proponents of the bill say it protects the intellectual property market, including the resultant revenue and jobs, and is necessary to bolster enforcement of copyright laws especially against foreign websites.[5] Opponents say it is Internet censorship,[6] that it will cripple the Internet,[7] and will threaten whistleblowing and other free speech.[8]

The House Judiciary Committee held a hearing on SOPA on November 16, 2011.[9] A House aide said the Committee chairman is scheduling the bill for markup on December 15, and that he is still in discussions and is “open for changes” to the bill.[10]

The bill would authorize the U.S. Department of Justice to seek court orders against websites outside U.S. jurisdiction accused of infringing on copyrights, or of enabling or facilitating copyright infringement.[4] After delivering a court order, the U.S. Attorney-General (AG) could require US-directed Internet service providers, ad networks such as Google and payment processors such as Paypal or Visa to suspend doing business with sites found to infringe on federal criminal intellectual property laws and take “technically feasible and reasonable measures” to prevent access to the infringing site. The AG could also bar search engines from displaying links to the sites.[11]

The bill also establishes a two-step process for intellectual property rights holders to seek relief if they have been harmed by a site dedicated to infringement. The rights holder must first notify, in writing, related payment facilitators and ad networks of the identity of the website, who, in turn, must then forward that notification and suspend services to that identified website, unless that site provides a counter notification explaining how it is not in violation. The rights holder can then sue for limited injunctive relief against the site operator, if such a counter notification is provided, or if the payment or advertising services fail to suspend service in the absence of a counter notification.[11]

The bill provides immunity from liability to the ad and payment networks that comply with this Act or that take voluntary action to cut ties to such sites. Any copyright holder who knowingly misrepresents that a website is dedicated to infringement would be liable for damages.[4]

The second section increases the penalties for streaming video and for selling counterfeit drugs, military materials or consumer goods. The bill would make unauthorized streaming of copyrighted content a felony.[11]

“The bill attempts a radical restructuring of the laws governing the Internet,” Gary Shapiro, CEO of the Consumer Electronics Association. “It would undo the legal safe harbors that have allowed a world-leading Internet industry to flourish over the last decade. It would expose legitimate American businesses and innovators to broad and open-ended liability. The result will be more lawsuits, decreased venture capital investment, and fewer new jobs.”[12]

“The definitions written in the bill are so broad that any US consumer who uses a website overseas immediately gives the US jurisdiction the power to potentially take action against it,” said Art Bordsky of Public Knowledge.[13]

According to co-sponsor Representative Bob Goodlatte (R-VA), chairman of the House Judiciary Committee‘s Intellectual Property sub-panel, SOPA represents a rewrite of the PROTECT IP Act to address tech industry concerns. Goodlatte told The Hill that the new version requires court approval for action against search engines.[14] The Senate version, PROTECT IP, does not.[15][16]

“The language of SOPA is so broad, the rules so unconnected to the reality of Internet technology and the penalties so disconnected from the alleged crimes that this bill could effectively kill e-commerce or even normal Internet use. The bill also has grave implications for existing U.S., foreign and international laws and is sure to spend decades in court challenges. Fortunately, this is the House version of a Senate bill called the Protect IP Act (S. 968) that is very different. As a result, both bills if passed in something resembling their current states will have to be considered by a conference committee,” said a news analysis in the information technology magazine eWeek.[17]
